Are they free standing labels or labels that are "docked" to other controls?
The latter only display the ControlTip of the control they are attached to.
Also try selecting them in design view and doing a "Format - Bring to
Front". If you have a rectangle around them even if it's only an outline,
Access will still consider it "in front of" the objects within and that will
inhibit the ControlTip Text.

I have both free standing in which some are just linked to reports and others
have coding to them when they are clicked they do a certain task. I also have
labels that are "docked" to other controls. I tried formatting "bring to
front" with the free standing labels and also on the controls with labels
docked to them and also setting the rectangles around them with the format of
"send to back". Is there anything special you have to type into controltip
text box in the other tab? I even tried taking out the rectangles and looking
at them again. So what this supposed to do is when you put your cursor over a
label docked or freestanding it will bring up a pop up box and give you what
ever you typed in the controltip text.

It should display what is in the ControlTipText property for the free
standing labels. For the docked ones you need to use the ControlTipText
property of the control that the label is docked to. Docked labels cannot
have ControlTipText that is independent of the control they are docked to.
If you need that simply undock them.

Ok this is not working. Can I do this in a form? that is what i am supposed
to do this in, correct? I even tried make a new form from a table and put a
txtbox with a label docked to it and also a freestanding label and both with
text in the controltip text and neither work when form view. Are you able to
disble the controltip from popping up like in the options menu or something?

No, but I have seen where the display of the ControlTipText does not come up
*every* time you hover over the control. Kind of a nature of the beast
thing, but what I'm talking about is certainly the minority of the time.
Here is the result of a quick trest with an empty form having a single label
with a ControlTipText of "test".

Open form and position cursor over label
"Text" displayed

Move cursor off label and quickly back
"Text" not displayed

Move cursor off label and back with a slight pause before moving back.
"Text" displayed

Move cursor off label and quickly back
"Text" not displayed

While cursor is still over label Left-Click
"Text" displayed

So depending on what you are doing and what you are expecting it might be
completely normal.

Status bar more useful then control tip text

I found setting the status bar more useful then control tip text. You know the bar at the bottom of the main access window. Pop-ups have their place, but no one likes them. No buddy really wants to grab a mouse to hover over something to see a message either. Using the office help is complicated and requires references to other code libraries.

SysCmd acSysCmdSetStatus, "Foo"
SysCmd acSysCmdClearStatus

I am still having a problem even when I make a new form save it as form1 and
then just create a label from the toolbox menu and put in the controltip text
as “test†or anything. It still wont show up. I tried all what you said even
left clicking and it is still not working. Any ideas what I could do just to
test if it will work on my computer? Can you disable the pop up in the
options or anything? I even tried creating a brand new db and making a form
still with no results. There has to be something that I am not following
correctly or something.

Access 2003 has some display issues with Windows XP when themes are enabled.
Perhaps messing with ControlTipText is another problem with that.

Hello Rick,

I still cant get the control tips to work but the screen tips for the tool
bars work perfectly and they are basically the same concept, correct? So if
they work there really cant be a problem with XP. I do not have any themes
currently on my desktop other then all the defaults. I did find something
out. Is that I used another computer with xp (not sure if it had sp2) but
only had office xp not 2003. I wonder if that is the whole reason or do you
have control tips in 2003? I am running out of options. Thanks for all the
advice and help.
