Users running programs on local PC

I have windows 2000 running on a stand alone PC. Each member of the family has a user account. My son wanted to use the CD burner, however access was denied. I have tried several ways to allow him to use it, however he still gets the error. I do not want to grant him administrator rights which seems to be the only way to make it work. Can anyone tell me how to allow different users the rights to run various programs without having to give them Admin rights?
 
Depends on what CD burning software you are using. If it's Nero, then
there's a fix for that specific problem on their website.

If you are using nero then you need to down load an add on called 'Burn
rights' which will allow you to give unlimited access to each user.
