Users receive "Disk is Full" message..Disk is not full!

Our users are receiving a "Disk is full" message when
trying to save files to a certain server. No drive on the
server contains less than 2 gigs of free space.

(Win 2k Server)

What causes this?
How can I fix it?

maybe you enable disk quotas, check this in your server

Already tried that and rebooted, users are fine after a
reboot, in a couple of hours message comes back
