users not be able to start/stop services on Domain Controller

Hello,
I have Windows 2000 DCs in branch offices. One of my users has to start /
stop services on these machines. And also, has to run programs on command
console. If I take her to administrators group, she can do everything.
Hovewer, I just want her to do only do those things (start/stop services,
remote console, run programs on command console). How can I do that? Thanks
everyone...

Thank you so much Jerold. However, how to enable a normal user to run
programs (on command prompt) on Domain Controllers?
 
It depends on the program.

Basically, you must grant them read/execute on any files to be read, RWX or RWXD on any files to be updated,
RWXD on any files to be deleted, and basically the same on the registry keys that the program uses.


They connect to server via Remote Desktop. Locally.
