users not allowed to add network printer

My network:
All users are "domain users"
All clients are XP with SP1 and all hotfixes installed.
All printers are network printers. There is one print server ( Windows
Server 2000 ) handling all printers.

Some times, on some of the workstations, the users are not allowed to add
some of the printers.
Most often this happens with HP DesignJet 500 and HP Deskjet 2230.
This does not happen on all workstations, and it never happens on freshly
installed workstations.
The users are informed that a policy is disallowing installing printer
drivers.
I dont't know of any policy to be blamed for this.

Any hints of where I should start looking for solving this?

Check the Permissions for your printers, use the command line tool gpresult
on the particular computer to find out all settings applied by Group
Policies.
