Users Groups or Non Administrators

I am having an odd issue with restricted access for users. The system is
part of a Win2k3 domain. Be it a network user log in or a local user login,
if the user does not have administrator rights, Windows XP will not function.
It freezes, or slows to an extreme crawl. Mouse and keyboard work, but if I
double click an icon on the desktop (be it My Computer or a program), nothing
happens. Click start, nothing happens. I would have to End the Explorer.exe
task after seeing it take up 100% process time.
Now, if I grant the user administrator access, all is well. I have
formatted a system and loaded it up with no programs, just Windows XP SP2 and
all drivers, same thing.
 
Is this for a single computer or all computers? Does anything show in the
logs as shown by event viewer that may be of help such as userenv
error/warnings? When you run rsop.msc on the computer does it show any
domain level settings for registry or file system that may be altering
default permissions? Does the command net localgroup users show that the
domain users group is a member? Use the support tool nediag on one of the
problem workstations to see if any problems are found for dns, dc discovery,
domain membership, or trust/secure channel. --- Steve
