Problems opening a help file

I have created a help file (using Robohelp for Office X4),
and it has been deployed to the Business Test Group. On
occasion, when they try to open the help file, one of them
will get an error message
"Cannot display the help file. Try opening the help file
again, and if you still get this message, copy the help
file to a different drive, and try again. (136)".

This problem will persist for some arbitrary period of
time, and then go away.

According to the MS knowledge base, this error message
occurs when one user has it open under Windows NT, and
another user attempts to open it under Windows 95. The
user that is running Windows 95 will get this error
message.

However, this doesn't apply in our situation. All of the
users are running Windows 2000, SP 4 (I've checked).

Does anybody have any ideas as to what else could cause
the problem?

If you haven't already tried this, I'd recommend making the directory
that contains the help file read-only. (A read-only restriction on the
file alone isn't sufficient.) This forces WinHelp to create the
associated .gid, .fts, and .ftg files on each user's local drive. If
these files are on the network drive, they can cause problems for
users who use mapped drive letters to access the directory.
