Users changing settings

The current setup is that there is one login for the machine. This stops people from losing passwords and installing other software. However this generates a problem and that is what ever the last user does on the computer is remembered when the next user logs on, examples are:

1) Changing the Desktop;
2) Rearranging icons;
3) Changing order of icons in the Start menu.

Is there a way of each time the machine logs in, that settings we set can be activates and all the changes that the previous user implemented are cancelled.

The obvious answer is that not too allow the users access to change settings, but some of there courses require them to change the settings.

Look up "mandatory profiles". Can't really go into specifics because no
network structure info was given. Domain? Workgroup?
