Users Can't shutdown

when my users click start>shutdown>the shutdown box
appears but the only option that it gives is too logoff i
want my users to be able to shutdown, restart,and logoff.
I just cant seem to find the gpo that fixes this. All
replys are appreciated. Thank you

Shut down the system
Computer Configuration\Windows Settings\Security Settings\Local
Policies\User Rights Assignment

Description
Determines which users who are logged on locally to the computer can shut
down the operating system using the Shut Down command.

Default:

Workstations and servers: Administrators, Backup Operators, Power Users,
Users.
Domain controllers: Account Operators, Administrators, Backup Operators,
Server Operators, Print Operators.

Configuring this security setting

You can configure this setting by opening the appropriate policy and
expanding the console tree as such:

Computer Configuration\Windows Settings\Security Settings\Local
Policies\User Rights Assignment

You can then set the appropriate user right to shut down the system

you have to give your users who need to shut down the
machine a rigth for shut down with in user rigths in
security setting in computer configuration within GPO on
domain
