Users can't modify reports

I just secured a database, then set up my groups, then my users, put the
users in groups, set permissions based on the groups, and it seemed to work
fine...

until

....let me explain.

I made a group called DataEntry and they have all permissions on all reports
except Administer. They cannot modify any reports at all. It says they
don't have exclusive access (only when accessing a report in Design mode)
and they can't save any changes whatsoever.
Note that there is no code in this database (other than textboxes that do
some math).

Am I missing something?

In versions after Access 97 you have to be the ONLY one in the file to make
design changes to forms, reports, and modules. When they try this are
they the only one in the file?
 
They weren't in it at all. I was doing a test in another user's account.
No one else was in the file at all.
