Users can't change passwords

Hi all.
I've posted this message in the wrong group, win2000.general. Hope someone
have a possible solution to this problem.

When a user wants to change the password they're getting an error stating:
Password cannot be change at the moment. Please try later.

It affects only a few clients. I have had this problem for a while now and I
can't figure it out. Is there a group policy i effect? I can't recall I ever
set this rule for logins.

Pleas help me.

I have only one domaincontroller and all users are created in the same
domain. The DC is the PDC emulator even if it's not nessesary. I don't have
any NT workstations or servers. I could change the domain to native mode.
