Users can't change password at this time

Hi ... I have a windows 2000 advance server with active directory, my clients use windows xp as their operating system
when i joined them to the new domain they get the following message when they try to change their password
(the password on this account can not be changed at this time) actuly i want my users to be able to change their passwords
so can you tell me please what can i do?

This could occur if the user's passwords have not met the minimum password
age requirement. For example if the minimum password age was set to 20 and
the user has only had the password for 2 days then this would occur. You
may want to take a look at that setting.
