UserPreferenceMask options

Curious myself, Steve -- but I don't know of any reference out there. I'd
love to know what those new bits control!
 
First check your time zone setting is correct. Next, are you aware that
Windows will not adjust your clock if it's more than an hour out? Apologies
if I'm stating the obvious, but sometimes it's exactly this sort of thing
that gets overlooked.
