Userenv event 1000: error 1331

Hi,
yesterday suddenly nobody can access the server (SBS2000,
SP4, latest fix).
In the app. log I find a following:
Userenv - event 1000: Windows cannot access ...
C:\Documents and Settings\All Users\ntuser.pol. (Error:
1331).

And 2 times a following:
Userenv - 1000: Windows cannot load ...: scecli.dll.
(Error: 1331).

Are you able to logon to the console of the server and check to see of the
account in question is disabled?

1331 = Account disabled

Hello Janos,

This is sort of an unusual error. There are three possible causes that have
been previously found for this:

1. Sysvol share permissions incorrect. Set them correctly following 244600
Default NTFS Permissions in Windows 2000

2. Granting full control to the "documents and settings\all users" folder.

3. The ntuser.pol registry file was corrupted. Manually
deleting or renaming the ntuser.pol has corrected the policy issue.

This seems like a critical issue though, you may need to call in to get it
analyzed and fixed.
