Userenv error and total network failure

I am using Windows 2000 Server SP4 and am having a major problem!

At random times, all my clients lose their network connection. The only fix
is to disable the internal NIC, restart the Net Logon service and reenable
the internal NIC, then the clients can log on. When this happens, I get the
application log entry:
Windows cannot access the registry information at
\\company.com\sysvol\company.com\Policies\{31B2F340-016D-11D2-945F-00C04FB98
4F9}\Machine\registry.pol with (1351).

Each user has the same entry in their application log but with a timestamp
anywhere from 1 minute before to 1 minute after the server entry.

I can't seem to find any information that really tells me what is going on
or how to fix it!

In Network properties in control panel, Advanced Menu, select Advanced
Settings, move the private interface to the top of the binding order and
make sure Client for MS networks and file sharing are bound.
You should also make sure that DNS is listening only on the internal IP
address and that the Blank host exists for the internal IP, it may be
necessary to stop the automatic creation of the blank record and manually
add the blank record for the internal IP and the blank record for you
internal IP in the gc_msdcs.domain.com

The bindings and binding order are set properly.
You should also make sure that DNS is listening only on the internal IP
address

Now I really need help! Is the blank host an entry in the Forward Lookup
Zones that is named (same as parent folder) with an IP address of the
internal NIC? If so, I have one! How can I disable an automatic creation
of this entry and why would I do that if it is already there?

Also make sure both NICs on the server are pointing only to the internal DNS
server. Make sure all the clients are also only pointing to the internal
DNS. Use a forwarder for efficient Internet resolution.

Actually this depends on the network setup you may not need to. Is your
SYSVOL share present?
Usually this is caused by your binding order but there are other causes, How
many IP addresses are assigned to your NIC and what SP level is the machine?
