user unable to change password

[frustrated]

Running win 2000 server, Service Pack 4, Exchange,
Meataframe xp1.0 Feature release 3
User who connect through Citrix can not change password.
Only if they log in on our lan can they make change. Our
Server is set for passwords to change every 90 days and so
is becoming a problem. From what we read SP 4 was to fix
this but made worst. Before only new user had problem. Now
all have problem

I had a similar problem in my 2000 domain, although I don't use Citrix. The
resolution for me was in:

I changed the RestrictAnonymous registry key from 2 to 1 and it fixed the
problem.
