User unable to browse XP desktop features

I have a user that logs into a domain with XP Pro. The computer has been working fine until they experienced clicking on control panel and other features and they receive the message "The content of this Control Panel has been made unavailable by your system administrator." The user has local and domain administrators rights to the desktop and domain. What is causing this restrictive problem? Thanks in Advance.

Has anyone played with group policy on the server/domain?
 
I don't believe so. I am the Administrator and I have not changed any
settings.

I can log on to the user computer with any domain account and browse freely.
However, with his account I receive the previous error message.

Any suggestions?
