User time logs?

I understand how to create new users in Windows XP Pro
but I can't find a facility whereby the administrator can
determine, and possibly limit, the amount of time or
times of day, etc that a user has access.

It would be similar to a software that an 'Internet cafe'
might use, except without any billing interface.

Or a parent might restrict access for a particular user
to a total of 60 minutes between 6PM and 10PM but grant
another user more time and with different schedule limits.
