User Share can't be turned off

I have set up Guest account.
I have No shared drives.
Guest User still has access to all drives, not what I want.
I want Guest to have access to very limited work area,
nothing other drives.
 
Maybe I don't understand what is doable.
I have 1 fixed hard drive with several partitions
I also have a usb drive with several partitions

I want the "guest" account to only see the C: drive.
I also want the "guest" account to be prohibited from
using any programs but IE, Word, and MS Excel

"guest" account currently has been set as a member of
the "guests" group

using "administrator" account I have confirmed that there
are no shared drives.

*** "Guest" can see and mess with all files and drives
except those in the C:\Documents and Settings area.

What is wrong with this picture?
Am I on the right track?
