is there a way to set some sort of time limit that a user
can be on the internet and/or computer? would like to be
able to keep a limit on the amount of time that a kid is
allowed to chat online.
 
talk to the 'kid'....this always works......
teach kid to cook/read/play/build 'with' you......

That is entirely up to the ISP (Internet Service
Provider) that you use. AOL has such settings. Check
with MSN tech support. You could set your PC to do
a "scheduled Task" after it has been on for an hour or so
in the Task Scheduler. Such as Defrag or a virus scan.
