User security properties

In AD Users and Computers, I'm trying to change the security properties of a particular user. Specifically, I am trying to uncheck the 'Send As' permission for a couple of the default groups. I have unchecked the 'allow inherited permissions' option and made the changes. However, it seems as if any changes I make are being undone whenever that user logs on.

The only reason I could think this would be happening would be the security settings in the groups that the user belongs to. But changing the Security settins for the groups has not helped either.

Any ideas would be greatly appreciated.
 
Is this user a member of the Domain Admins group? or any other
'Administrative' type group?
