User Security for desktop

I am a teacher, not an Admin, but most of my Admin guys are Novell guys and
CLAIM they don't know how to change this.

Setup: Some sort of Novell back end/Windows XP Client w/ SP-1.
Scenario: User can not change any display options when she right clicks on
the desktop. Trying to use "Set image as Wallpaper" does not respond.

I know enough to be dangerous. I know this is probably locked somewhere at
the Admin level, either a group that the user is assigned to or something
like that. But where is it, how do I find that particular property? It
doesn't happen to all users, so it makes me fairly certain they are being
inconsistent with new user setups.

Can someone please shed some light on this so I can teach my guys?

The "some kind of Novell back end" is important. If your guys are running
Zenworks or some equivilent product
(http://www.novell.com/products/zenworks/) then it should manage these kinds
of settings for them. If they're not running this kind of thing on a campus
large enough to have "admin guyS" rather than "An admin guy" then they
probably should be.

But yes, we also run Zenworks. I wasn't given the version. very secret
squirrel around here.

Ok, Zenworks should be managing the delivery of these settings then. Either
they've not turned this on or something is not quite right with your Netware
or Zenworks config. I'm afraid I can't tell you where to look beyond that,
I'm more normally found integrating Apple & Microsoft, not netware and
microsoft!.
 
That'll do it!! Its enough for me to give them a clue.
