If you need a scripted approach to handle a large number of
machines and users, the User State Migration Tool is your friend.

If you've only couple profiles to transfer, the File And Settings
Transfer (F.A.S.T.) Wizard should suffice.

Or, there is the "old fashioned," manual way:

What exactly do you mean by "user"? Are these different user accounts on
the same machine or different systems? If it's different systems, it's
usually very easy to do this with network connections or external drives.

Email is often completely inappropriate for this kind of purpose given
limitations on attachment sizes and lower transfer speeds.

Hi,

Put them in the shared documents folder. If it is a user on the same system
they will now be able to access them. If it's a user on another networked
machine they will be able to access them as long as the folder is shared on
the network.

Otherwise, try a thumb drive.
