user running acess without access on server

is there a version of access db that i can create a database and the user of
the data base doesnt have to have access installed on there computer or
server. my company has a problem with buying licenses for the server. any
ideas

What kind of server? File server or Terminal Server? A file server
does not need to have Access installed on it as no software is being
run on the server. A Terminal Server can have Office, Access, an
Access runtime or other software installed on it which the users can
use.

The Access runtime allows you to install an unlimited number of
runtime version of Access onto systems for users to use at no extra
cost beyond that of the runtime. And the A2007 runtime is free. It
isn't yet available yet though.
