user rights for giving a standard user to add printer drivers

Good Day All! My company has PC Tablets that have win 2k pro and has 3
different users. An Admin, a Power user and the normal Standard user. How
do we assign rights for that Standard user just to install drivers??? I've
gone thru all of the Local Security Policy and haven't seemed to get it
right.

Add the user as a member to the Group Printer Operators.
