User Rights for AT

What user rights do I need to assign to the Domain User
group to allow use of the AT command? I have a script that
uses soon to submit a job. The job fails on the soon
command with "Access Denied". The Task Scheduler service
is running under local system account. I have Logon as
Batch and Logon as Server user rights set. What other
rights do I need?

To make a domain user a local adminstrator just opens the
flood gate of junk on a "locked-down" workstation. I am
using soon.exe to execute a command to determine if the
execution of another is complete. I cannot use sleep
because the original program will not complete execution
until the sleep timeout period is up. The only method is
to create a batch job that will run later. Is there no way
a Domain User can use soon.exe?
