User Rights Assignment Not Responding

I'm the administrator but I can't access certain areas like time and date
properties; and device manager.

I read on the Internet that I should check on the User Rights Assignment via
Group Policy Editor. I tried to open the User Rights Assignment but it hangs
and stops responding even after a long period of time.

Is there any way I can access User Rights Assignment via Registry Editor? Or
is there another solution to gain full administrator rights?

Have you tried logging on in Safe Mode?
 
i can log in to safe mode but the problem of not having access to device
manager; time and date properties - still remain. and i've tried to open the
User Rights Assignment in safe mode but to no avail.
