Can anybody tell me what the difference is between
creating new users in the "Users and Passwords" in the
Control Panel, and the "local users" in Computer
Management.

I know one is for the domain, and one is for the local
computer, but I need more information. I have searched
MS.com, but havent found enough info.

Links to more info would be appreciated!!

It's called "Let's make everything as complicated and illogical as
possible". It gets WORSE in XP with welcome screens, users that won't
edit and all kinds of other nonsense.

If you're on an AD domain, use "Active Directory Users and Computers".
If you're on an NT domain, use "User Manager", if you're on a local
machine, right-click "My Computer" and choose "Manage".
