I have a one-user setup: the single user is named "owner".

I have spent a month going around the bushes with the IExplorer's inability
to access secure sites. After about 15 prospective fixes failed, I created a
second user named "test" with administrative privileges. "Test" can access
secrue sites.

According to the troubleshooting guide, this means the "owner" user profile
is corrupt, and needs to be deleted. Logging on under "test", I try to
delete "owner"; but the button I would click to do this is never active.

Now what?

You need to take ownership of the C:\drive with the
Test account; with Windows XP Professional Edition;
C:\ in properties\Security\
In Windows Explorer\Tools\Foler Options\View\uncheck
Use simple file sharing (recommended) to bring the
security tab into view.
With the Home Edition, log-on in safe mode for the
security tab to be present.

In the security tab, go to Advanced Options\Owner and
add the "Test" account. Next in Permissions tab, select
Test account and go to Modify button and check all to
allow total permissions\accept\accept\apply\accept and exit.

The delete button should be active while logged on with an
administrative account... if it's grayed out, it must be due to a
spyware/virus issue. install the following programs and check
for bugs. BTW some spyware and viruses take away
permissions from administrative accounts and impede
viewing of web sites.
