User priority for email in Outlook express with XP

We are running 5 users in the family and want to share a single email account. We use NetZero Platinum account. In 98 we all had access to email. In XP it seems to work first come first served, in other words the first one to log on captures the email messages in in box and others are unable to view. Is there a way to give all users access to the same outlook mail box? Does administrative status effect access? Thanks, Smitty
