User password expired, endless loop when attempting to change

After installing a brand new Windows 2000 Server, with
Active Directory, we manually re-create the user list from
the old NT Server.

Some of my techs are reporting that when they re-create
the list in Win2k under AD, that when a user attempts to
log in with the default password they are unable to change
it even though prompted.

Password is set to change at next logon, and many hours
transpire between the users being added to the system and
users actually attempting to log on.

They have done the creation of users in two ways... 1,
create a master user, configure (login script, standard
default password and "User must change password) and then
copy that user to create the rest.

To test a possible solution to this problem, they have
also created each user manually with this same effect
(i.e. the user gets prompted to change their password,
they click OKAY and they are sent back to the initial
logon screen).

I have installed several AD servers and never run into
this issue.

These are from-scratch installs on brand new Compaq
ML330's.

Just wondering if anyone else has had this problem, or
knows offhand how to fix it.
 
Hi Rich-

Though it may not be applicable, is there an account lockout policy defined?
If so, what are the settings in it?
