User name and password not retained in Outlook or Web pages requiring log in

My username and passwords are not being retained when I log in to Outlook or Websites where you are required to log in with username and passwords. My Op system is Windows XP Professional 64 bit, I am not using Outlook Express, Outlook is not configured for Internet Mail Only, and removing the Protected Storage System Provider registry subkey does not help. The option to save username and passwords is selected in both Outlook and Internet options. I have been searching for a fix for a couple of weeks and have tried all of the knowledge based articles I could find.
