User Manager - User Names

I am trying to standardize my user names to "lowercase"
ex: pl001 . Approximately half the names were created in
Upper case prior to my arrival. How can I convert the
current usernames to lowercase without losing current UID
and associated rights?

Export via Ldifde, csvde or write an ADSI script.
Manipulate the data and reimport.

CSVDE and Excel may make a good combination here in this case unless you
want to write a script.
As for the associated rights issue, names are not used. it is the objectSid,
sidHistory, msExchMasterAccountSid,etc. values that the system uses when
performing an access check.
