User lock down

I have got a few users that are starting to cause problems with there PC's
and using functions such as netsend etc.

I want to lock the users down on there PC's but by doing from the PC's so
that theres nothing done network wise such as AD and policy's etc.

Any ideas of a nice and simple way i can achive this?
