I want to create a form where the client will fill in information on a
website and it will tie in to the Access database. an ex. would be eHarmony
or Carfax.
 
Access is not a good choice for a web application. The sites you list do not
run on Access! For this you should look into a tool such as MySQL,
SQLServer, Postgres, ...
