Unless the computer is not part of network with a domain you cannot
setup individual user restrictions. But you could use the START MENU
subfolders under the personal folders for the accounts in C:\DOCUMENTS
AND SETTINGS instead of the ALL USERS\START MENU folder here which
applies to all profiles. The applications then will not be visible for
other users.

Depending on the version of Windows you have, this may or may not be
possible. Windows 2000 Professional and Windows NT Workstation 4.0 both
allow very specific permissions to be assigned to each local user.
Essentially, the program is installed and you restrict execute rights to it
afterward.

Consumer versions of Windows based on the 9x kernel have never allowed such
security, and Windows XP masks specific rights assignments unless the PC is
part of a domain. If you're looking for more specific control over what can
and cannot be accessed on your PC, you may wish to consider a third-party
utility like Fortres 101 (www.fortres.com).
