User GPO applies/Computer GPO Doesn't

I have setup a group policy on a domain. The policy is
working properly for the user settings section, but the
computer settings are not working. When I run GPupdate
and then GPresult, it shows that the GPO for computer
settings are not applied becauses "Filtering: Denied
(Security)." The GPO is enabled, the domain users and
computers are also all listed for "Apply Policy" in
Security. I even tried full control on this and it
doesn't work. I also setup an OU as a test and added
users and machines with no success. I am running a
Windows 2000 domain and these are XP machines.

There is not a "X" in either the User or Computer section
of the GPO. It is not disabled. The GPResult does say
Filtered: Denied (Security), but I don't know where this
is being stopped as I even added "Domain Computers" to
the security section of the GPO???
