user files not private

Spent hours on this already and can't find any info in
FAQ or elsewhere..

I just upgraded to xp-pro from win98. There are 3 users:
one administer and 2 limited. Computer is stand alone -
not networks in sight.

Problem is everybody's documents are accesible to
everybody else. This includes new ones created after the
upgrade. The floders are located in 'my documents' for
the respective users, not in the shared folder.

The "make this folder private" tick box, where it appears
is always shaded out.

Another (unrelated?) problem - one of the limited user
accounts cannot change desktop backgrounds. The
background is previewed ok, but when you click 'apply'
nothing happens. Can change background color ok. Also
when pointing to programs in the start menu and right
clicking on a program the 'send to' field does not
include desktop. It is fine with the other 2 users.
 
Make sure you installed as NTFS and set the folder
permissions so only that user can view the folder/files.

You cant do that because theyre limited accounts. Can you access everyones
docs using limited accounts?

Use Administrative Tool- Computer Manager to create accounts and assign
permissions.

accounts.
Where do I find/get "Administrative Tool - Computer
Manager"?
