User editing of content for crime stoppers

I've been contacted by the local Crime stopper folks,
They asked for a price on a web site that they can easily edit the content
on and is simple to use.

I guess this would be updated news about who they are after and the
successes that they've had on one or two pages.

I think I need some type of dynamic page to do this.
Are there any programs or methods that I can use to accomplish this.
