When using standard function (if,sum,etc.) a tooltips appear when yo
open the first paranthesis. Is that possible to create custom tooltip
for use defined function

Not as far as I know. It's even a difficult task to get details of the
required arguments into the function entry dialog.

You might note that the Analysis ToolPak functions don't benefit from
tooltips.
