Select the chart, go to Chart Tools > Design tab > Type group > Save As
Template button.

Excel tries to save it to a 'charts' folder underneath the template path. My
users don't have write access to the template path, is there anywhere else we
can store it, so that Excel can still pick them up?

I couldn't find an alternative templates directory. But clarify this for me.
My sample chart template was stored in Documents and Settings\{user
name}\Application Data\Microsoft\Templates. Other folders under App Data
contain user settings for a variety of programs. I guess I could understand
closing off Program Files\Microsoft Office\Templates, but why is the
Documents and Settings directory closed off to the users?

They seem to need to be saved to whereever you template path is set to in
'UserTemplates' in
[HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Common\General]

In our case, we set this path to point to a server the users don't have
write access to.

Storing the chart templates in any other template path i.e.
'SharedTemplates' etc means that Excel can't pick them up again if you want
teh apply it to a chart

There doesn't seem to be an ability to use an alternate template path in
addition to the one defined by the installation. I thought Office 2003
allowed this, but I can't really remember, and it's too late to check. (Too
late for me because it's after midnight, too late for you since you already
have Excel 2007.)
