User can't run reports!

Very strange.

We have a site whose users -- all having same permissions and so forth --
can run everything in a particular database file on a share with no problem
-- except reports for just two users! Any attempt to run a report is met
with . . . nothing -- for just these two users. No response from Access --
as if they never clicked, hit enter, and so forth. Won't even go into
design. And this is just for reports. Just for two users!

I can't identify anything they share in common.

Anyone ever seen this?

To elucidate: this is true for any Access file.

The execution environment is terminal services; other users do not have the
same problem on the same servers.

Is there anything in a user's profile that can cause this? Weird.
