User cannot change password

A user's password is about to expire in the domain, and is
prompted to change their password. When they attemp to
change it, they receive a message that they do not have
permission. The same user can use a 2000 or NT workstation
and change their password. What settings would prevent
them from changing it.

Have posted this before, and never got a response. I have
looked through technet help, cannot find the fix for this
issue. Any Ideas?
 
There is an option to prevent someone from changing their own password. To
access this option, go into the control panel, performance and maintenance,
administrative tools, computer management. Select the logon ID under Local
Users and Groups and unclick the option "User can not change password"
located in the general tab. Hope this helps. Good luck!
 
Domain Users are not located in the local Users, so you
cannot make the change you suggested. Also, in the domain,
domain users are allowed to change their password.
