user cannot change password at this time

I am running Active Directory on Advanced Server 2000.
What would cause my users "not to be able to change their
password at this time"? Is there a specific setting in
Active Directory that is preventing the users from
changing their password?
They can change their password if it is prompted from the
server -User must change password after logon, but to try
to change the password: user initiated, it will not allow
them to change it successfully.

.try to disable all the polices in password policy to default settings
