User can not download file with .CAT ext.

I have a user who is trying to download a file from our intranet with a .cat file ext. He does not get the dialog box offering a choice to open it or save it... it automatically tries to save it. Then gets the following error:

Invalid Public Key Security Object File - This file is invalid for use as the following: Security Catalog

I tried the same thing on my PC and had no trouble. It popped up with the do you want to open or save dialog, I chose save, it asks where, etc. Is it possible that he has changed some setting within I.E. that could cause this? I looked at the CAT file association on my PC and compared it to his and they are the same.

Any ideas?
