User allowed to change attributes

We would like to have the ability to allow the users to
be able to change certain attributes to their AD account.
We would like the users to be able to change attributes
such as; phone number, department, and title which may
change often and would/could be high maintenance on IT.

Any ideas that would be user friendly, third party
software?, would be appreciated.

You can give the SELF permissions to do this. Here is an article that

Yes. in fact a user can change a few attribute self by defaults.

The user has the follow rights to his/she's own user object assigned to the
dynamic group SELF.

Change Password
Send As
Receive As (Exchange)
Read/Write Personal Information
Read/Write Phone and Mail Options
Read/Write Web Information

You can add more attributes to the dynamic group SELF if you need.

Users can change General , Address and Business tab with out any
administrative tool, Go to My Network Places and click Search Active
Directory

this to all users instead of applying it to each
individual account?
