Move those accounts out of the Administrators group. Run "control
userpasswords2" to get a User Accounts applet that lets you include admin
accounts and group. Change the thieving admin account from the
Administrators group to the Power Users group, or maybe even with less
permissions and put them into the Users group (and let them earn your trust
as you bump them up from Users group to Power Users group to Administrators
group). You really have to decide why more than one or two adults will have
control over the computer's setup.
Another means of changing in which group an account is assigned, you can
also use the Computer Management MMC (compmgmt.msc). Under the Users node
you can change in which group an account is assigned. Unlike the
aforementioned applet, this one will let you assign an account to multiple
groups, but I don't think you need to get into that and this interface is
more difficult to use.
If the users of those accounts refuse to behave as administrators then don't
let them be administrators. Decide who actually owns the computer which
then dictates who gets to decide who will manage it.
