I have set myself and my wife as administrators and my children with limited
accounts. However, the children cannot see all programmes, e.g. PowerPoint.

Can I get round this without making them administrators?
 
Check "C:\Documents and Settings" and copy any program shortcuts that you
want you children to use in to C:\Documents and Settings\All Users\Start
Menu.

All program shortcuts are stored in the folder "Start Menu" under
"C:\Documents and Settings\%Profile%" folder , but different Profiles can
have different items in "Start Menu". If you want everyone to have access to
a program, the program shortcut needs to be in C:\Documents and Settings\All
Users\Start Menu

By the way, Microsoft Office is usually installs shortcuts so that ALL users
can access them.
