User accounts

I have Windows XP and cannot access the user accounts section to add users or
make changes. The "Administrator" icon does not appear unless I am in "Safe"
mode, But it doesn't work there either. Any ideas?

Home or Professional?
Service Pack level?

What does :

Start button --> RUN -->

control userpasswords2

OK.

Do?
 
It's the home version - not sure about the service pack level. Going into
the run mode as you suggested does get me into a screen where I can change
passwords and accounts, but I still can't access them from the control panel.
Any other ideas?
