User Accounts Verses Licensed Seats

Hello,

So that I can explain to a client the difference between the number of
licenses that the install Windows 2000 Server has and the number of accounts
that exist within the active directory structure, I am looking for some
documentation that will explain these differences.

Can someone please point me in the direction of some documentation that will
give me some information on this?
